Four WPCs hit 5mil safe man hours mark

Tuesday, 23 April 2019, Kuching: Four works package contractors of the Pan Borneo Highway Sarawak have achieved the 5mil safe man hours milestone since the project started three years ago in 2016.

LBU Health and Safety Manager Abdul Rahman Kadir said this was a commendable achievement by the four works packages which deserved a pat on the back.

“This 5mil safe man hours is something that we are very proud of as it shows that the contractors are taking health, safety, environment and traffic (HSET) seriously.

“It means a lot not only to us, but also to everyone who is involved in this project as safety has become a cornerstone while we are obliged to complete the project on time and within the budget allocated,” Rahman said.

The four work packages which have achieved the 5mil safe man hours are Sematan-Sungai Moyan (Work Package 02), Pantu Junction-Batang Skrang (Work Package 04), Sungai Kua Bridge-Sungai Arip Bridge (Work Package 08) and Bakun Junction-Sungai Tangap (Work Package 10).

A big celebration was held last week at Works Package 08 to celebrate the achievement.

Three fatal accidents due to third party negligence which occurred last year caused Work Package 06 (Sungai Awik Bridge-Bintangor Junction) and Work Package 11 (Sungai Tangap-Pujut Link Road) failed to achieve the 5mil safe man hours mark.

Although it is not incumbent upon the PDP to reset the safe man-hour to nil every time there is a fatal accident due to third party negligence, LBU has decided otherwise as it is committed to ensuring that nothing is compromised when it comes to the HSET.

Another fatal accident not due to third party negligence, also occurred last year at Bintangor Junction-JUlau Junction and Sibu Airport-Sungai Kua Bridge (Work Package 07) caused the work package to miss the 5mil safe man hours mark too.

“LBU, being the Project Delivery Partner had decided to reset the overall cumulative safe man hours to zero every time a fatal accident occurs, as a show of its commitment to ensure strictest compliance of health, safety, environment and traffic (HSET) in the project,” Rahman said.

As for the other three work packages i.e. Serian-Pantu Junction (Work Package 03), Work Package 05 (Batang Skrang-Sungai Awik) and Work Package 09 (Sungai Arip Bridge-Bintulu Airport), Rahman said they were on the right track to achieving the 5mil safe man hours mark.

“They are fast catching up as they clock in more man hours now and we are confident they will be able to achieve the 5mil safe man hours as the work progresses,” he added.

Pan Borneo Highway Sarawak project has achieved a cumulative of 14,855,691-safe man hours as of first quarter of this year out of the cumulative 43,875,231 man hours clocked in. This cumulative figure is accumulated since the project started three years ago in 2016

As a commitment for HSET good practices, LBU will be organising a HSET Dialogue with authorities and agencies this Thursday. The theme for this first ever dialogue is raising the benchmark of HSET.
